I can use speech dispatcher and speakup with ESpeak and festival, but the dtk-generic driver doesn't seem to work. DECTalk works fine with the 'say' utility. 
Are there any special settings that need setting in order to get software DECTalk, speech-dispatcher and then speakup working together or an alternative to speech-dispatcher?

I haven't done Dectalk with Speech Dispatcher for a long time but I
don't recall that much trouble with it.  Remember the spd-say command
to help test the thing.  I could attach my copy of dtk-generic.conf
but that might make the message too large for the list.  If you're
interested, just write me privately and I can attach it to you.  I'm
pretty sure this file is still good.  Like I said before, I haven't
used DEC Talk for a very long time since espeak came along.

Hello David,

Do you have the dtk-generic module enabled in your speechd.conf?  Is
there any suspicious message in speech-dispatcher's log?

dtk-generic is a simple configuration file with command line invocation
of the dectalk binary.  See /etc/speech-dispatcher/modules/dtk-generic.conf.

Let us know if you discover a problem in the default config file.
