Hi, you will need to modify your /etc/grub.conf. As an example I will 
place my grub.conf in this message for example perposes.
Hope this helps. What you will see is a speakup startup followed by an 
normal startup without speakup for cases when speakup is not  desirible  
such as using my Dectalk express with emacspeak or testing the 
gnome-speech 
dectalk driver, etc.

I would like to dial either wvdial or
/sbin/ifup ppp0
without having to be root.
wvdial is working, as root but I can't dial as a user.

I setup PPP0 and in that gave all users the right to start 
and stop the operation, but this doesn't seem to do the job.

I did setup kppp for my gui users so they don't have to have 
root password to dial ISP.

You should have a line that looks something like
kernel = /boot/vmlinuz-2.4.18-18.9.x ro root=/dev/hda1
at the end of that kernel line you put
speakup_synth=whatever
where whatever is the keyword for your hardware synth.
(you will have to edit more than one kernel line if you have more than one kernel installed, obviously.)
