Yes, partition image <http://www.partimage.org/> is the free software
alternative to ghost.

I've actually had to move a ntfs file system from one drive to another
once. What I did is backup the old partition with partimage,
partitioned the new drive with cfdisk to have the first partition take
up all the space, restored the backup I made with partimage on to the
new drive, and resized the file system to fully fit the new partition
using a ntfs resize program that comes with the ntfsprogs
package. Hth.
