I'm pretty sure this will work for you:
http://www.math.wisc.edu/~jheim/debian/speechd-up_0.5_amd64.deb

I think if you have speech-dispatcher working, when you install speechd-up 
from the package above, your machine will start talking. If it doesn't let 
me know.
