Hello,
to start brltty under knoppix type if the prompt apears:

blind brltty=cb,/dev/ttyS1,text.german.tbl

for a tiemann combibralle which is connect to /dev/ttyS1 and use the  
german braille table.

Yes, it is possible. 
at the Knoppix boot prompt you must enter the following line :
knoppix blind brltty=device,port,table
Of course replace device with the code représenting your braille display
(generally two letters), port with the port where the braille display is
connected, and table with the name of the file containing the braille
table you want to use.
for example to use an handitec braille display on serial port com1 with
a french braille table the line must be as follow :
knoppix blind brltty=ht,/dev/ttyS0,text.fr-cbifs.tbl

can you use speech with noppix?
if so what do you type in?

No, no speech support available in Knoppix. To have speech support you
will prefer to use oralux http://www.oralux.org

If there is no speech support in Knoppix then why does my DecTalk Express talk when at the boot prompt I type:

knoppix 2 speakup_synth=dectlk

I got Knoppix from the Speakup website.
