Dan,
The "control R" keystroke does two things. When within the body of your
message it begins a file insertion, but when you are at the Pine
headers, it brings up an expanded set of headers, including BCC.

I forgot, if you want to use that feature regularly, you may want to add
it to the default-composer-hdrs list. You would set it to this value if
all you want is to add the Bcc header.
To:, Cc:, Bcc:, Attchmnt:, Subject:
You must specify all of them if you set this.
