Hi. Is there a way i can send somebody an mp3 and make it small enough to be a
reasonable email attachment. the person I want to send to has windows so I want
to use something they'll be able to open and play.

Cut down the bitrate as much as you can. This is assuming it doesn't
have to have good sound quality.

I have good luck making voice recordings at either 11025 or 16000
samples per second, mono, 16 bit signed samples, and compressing
them with lame to 2k or 3k bytes per second respectively. Avoid
stereo if you can.

Hi Cheryl. It is pretty difficult, if not impossible to make mp3s smaller
than their already set original size. Are you intending to keep the same
audio quality? Because there is only a certain limit where from then on
the ratio of audio quality/compression begins to widen.

Well, your favourite mp3 encoder will probably have options to set the bit
rate to whatever you want. Also, size will be less if you make it mono.
Personally, I use Lame.
