You would use the program setkeycodes to start with. Check the
Keyboard-and-Console-HOWTO and it gives some info there. You might also
check the man pages. There is a way to add this into the keymap. As a
result, you should be able to remap any keycombo you want. Limitations
being that many keyboards won't handle more then three keys pressed at the
same time. I have tested two and found they ignore further keyevents once
three are pressed. Now I know why those keyboard braille programs aren't
any good.
