Sorry, if this question has been asked and answered before. So,
please, reply to my personal address. I would like to know which linux
distribution can be install using speakup and dectalk internal as a
synth.

While the DECtalk PC internal card can be used with speakup, unfortunately so far as I know, it is not currenlty possible to install a distribution using it.
The speakup driver for the card can only be built as a module, as the card needs to have firmware loaded onto it at boot time, before it can be used.
