Hello all,
When updating gentoo this morning, I noticed that portage was trying to
install speakup. Now, I have my own version of speakup compiled into the
kernel and don't think it's necessary for emerge to start compiling
random modules. Thinking thus, I masked app-accessibility/speakup in
/etc/portage/package.mask. Unfortunately, it complains that speechd-up
requires it. Is this a bug in the speechd-up ebuild?

Probably isn't considered as a bug, you would want speakup to use
speechd-up. The problem is that you have decided to maintain speakup
yourself without telling portage that you are going to do this.
Unfortunately I haven't used gentoo for some time, so can't remember the
way to do this or couldn't even be sure that it would be the same after
such a length of time. The documentation on portage should give this
information, it did back when I used gentoo.

It's package.provided ... I hadn't thought of that. I'll definitely give
it a try.
