Question about speak up and Ubuntu

Question about speak up and Ubuntu

Since Speakup is in the newer kernels, do they compile it into Ubuntu?

Also, I'm having another problem with Ubuntu, but, I don't want to clutter this list with that. Could someone recommend a place I can ask a Ubuntu question?
