I am wondering if the who command will only show those in the network, or it
will show those outside the router using my FTP site, or if there is no
difference here.
Thanks.

If you want to know who is using your ftp site, and you're using
proftpd, the command ftpwho will tell you what you want. Also check
out the command ftpusers.
The who command will only show you who is logged in on your system. If
you want to see who is accessing your machine for any reason over your
internet connection, use netstat as root.
