You don't need a mobile rack draw, there are very cheap (probably about us$2) mounting kits you can get which allow you to mount a 3.5 inch drive in a 5.25 inch bay.
Out here the place you would get stuff like that is Tandy, I think thats called Radio Shack in the states?
or any half way decent computer hardware supplier should have them.
You fit the drive into the mounting kit then screw the kit into the bay, and voila.

Yes there are the old kind of 'rail' that attach onto your drive to make it
wider so you can affix that to your 5.25 drive bay - around $10 or so...

Their adapter rails that you attach to the sides of the drive. You can get
them at any shop that builds custom systems. They are not expensive at all.

If t he drive runs hot it can cause the ducktape to
unstick and having sticky crap on your drive is likely to void yo ur
waranty and most drives that old have 3 years or more waranty.
I would strongly recommend buying the $3 bracket;
they screw in correctly; they don't have give like ducktape
and a drive at 5400rpm or faster can generate heat.
If it is covered in tape; you could cook the drive.
9 years of putting computers together has taught me that if you cludge
stuff; it'll go to shit when you most need it to work correctly.
Duck take is also hard to remove and can be a maintinence headache.
Surely even you poor americans/canadians can afford $3 for a mounting bay?
