Does speakup work with cygwin, or is there anything that will allow a Blind
user to try cygwin?

Speakup won't work with cygwin, since cygwin doesn't run on top of
linux.

I was able to go into a DOS window, and use cygwin's bash with provox as the
screen reader with limited success.
