Well, you will need to be more explicit.
If you are just making a new partition using a Windows utility, then I
would advise against it.
If you are using a stand alone tool, and there is unallocated space on
the hard-drive, then it would be all right.  
If you need to re-size the existing partition to reclaim unused space to
create a partition, then I suggest the second hard-drive approach. The
reclaiming disk space for re-partitioning is not for the fain-of-heart.

Another solution is to have a second hard-drive added to your computer
and then install Linux on to the second drive. This will help you avoid
having to tamper with the existing drive and data.

There is good documentation on The Linux Documentation Project, 
http://www.tldp.org 
Look for the how-to section, and then do some digging around in there.
There are some on what you are attempting to do as well as some on
windows and dos syntax to Linux syntax for people just starting out like
yourself.

I could pull out a few links if you like, but there as I don't know your
background, it would be better for you to go and have a look around.

I found out how to make a partition, would it be ok though? it wouldn't kill

A new partition won't kill Windows if you have free space (for free read
unpartitioned) on your drive.  If you have to delete a partition to make
another, Windows will most definitely die.  If you have to resize the partition,
Windows could possibly die, and that's why programs that resize partitions tell
you to backup your data.  But if your Windows partition already doesn't take up
the whole drive, it is possible to make a new partition for Linux in the unused
space.  Also be aware that free space as shown in "my computer" is not unused
space where a new partition can be created, but is actually unused space on the
partition.  Free space for creating a new partition is space on the drive that
is completely unallocated and therefore unknown to Windows itself.  You will
need to use a program that can read the partition table to find out if you have
enough space to make a new partition.

If you don't want to go through all that and have the money, purchasing a second
hard drive may possibly be the better solution.

On the other hand, speaking from personal experience, when I resized my Windows
partition before I was willing to give up Windows completely on this machine, I
defragmented the hard disk and resized the partition using Partition Magic and
then installed Linux and had no data loss.  However I wouldn't recommend doing
things in such a dangerous way unless you are willing to take the risk of losing
some files or making Windows unbootable.

That depends. If you have a part of your hard drive that isn't
partitioned, then you can use that space to create a new partition. If
however windows takes up all of your hard drive, then you will need to
either get another hard drive as was mentioned, or you will need to
resize your current windows partition to create free space on your
drive for a new partition. I can't emphasize enough that you should be
very careful when messing with your hd partitions, and that you
should understand very well what you are about to do when selecting an
option. Once you write the changes to disk, you're screwed unless you
made a backup of your drive somewhere else before you started, or
unless you know how to mess with raw data on a drive, which doesn't
guarantee that you'll be able to restore your drive to its previous
state.

Is there a version of linux that comes precompiled with speakup with it?
I have double talk, (to avoid having to deal with a software synth) and can
deal with that. If not, is there a way (with out having to rely on the help
of a sighted user) to successfully install speakup?

Go to speakup's home page, and read the very detailed speakup HowTo. Also,
there is a mailing list that you can join and ask questions, which I am a
member of, but I'll warn you ... They are nowhere near as friendly as this
list with respect to nonresearched questions ... Actually, in my opinion,
some of the members are more than a bit overboard on being too pretentious
and useless for their own good, but that's what I've observed from most unix
and linux online communities ...

and ask some silly questions that is off topic . especially after you  
complained about some one not googling what they wanted to know cause

is simple and wack?
and btw, watch out on the speakup list, they'll chew you up and spit

Download and burn the CD.  Then pop it into the computer and boot from it.
About 3-5 seconds after the CD starts spinning, type
speakup26 speakup_synth=ltlk
if you have the external doubletalk or
speakup26 speakup_synth=dtlk
if you have the Doubletalk PC card.  The Debian installer should take care of
the rest.

You will need to repartition your drive as far as I know.  The installer has a
partitioning program, but I don't know if it will resize your existing
partition.  You may need to find some sort of talking rescue disk that includes
GNU Parted to actually resize your Windows partition so you can create the new
ones for Linux.  You also may want to see if there are any Speakup-enabled
distros that work with loadlin.  I can't really help you much with that, since I
have never used it, but I know it boots Linux from DOS or something like that.
But the best thing to do is try to repartition your drive.

One speakup enabled rescue cd is system rescue cd
<http://www.sysresccd.org/>. It includes parted, and much more.

As for the loadlin based distribution Lorenzo mentioned, such a beast
does in fact exist. It is called zipslack, and it is based on the
slackware gnu/linux distribution. It consists of a zip file which you
unzip onto your windows partition, then edit \linux\linux.bat, get
into dos mode, and just type \linux\linux.bat. Its advantage is that
it can run off a windows partition. Its disadvantage is that it will
only run on a fat16 or fat32 partition, it will not run on a ntfs
partition. Do note that you will need to replace the default kernel
that comes with zipslack, with  the speakup.s kernel. 

There used to be a distribution called zipspeak, which was zipslack
with a speakup kernel by default, and a few other modifications, but I
don't know if it is still being maintained or not. If you do in fact
have a fat32 partition and not an ntfs one, and want to go the
zipslack route to start with, myself, or someone else on the list
would be happy to give you directions on how to get up and running
with zipslack.
