Hay,
Is there a way to view a programs dependencies?
Also, if its something like a library, how will I know if any other programs 
depend on it?

apt-cache depends <package-name>

One way is by learning how to use aptitude where you can view dependencies 
and what that package depends on.  Another way is by reading the man 
package for dpkg There is a way to see info on an individual package if 
you know what that package is.
