Lets say for example I wanted to search for the package containing the nice
command David B posted about.  Is there a way to do this with apt?  I want the
search to include something which may be part of another package not a single
package itself.

Hi, to search for a package or a package with a word in it type the
following apt-cache search what ever you are searching for 
Replace what ever you are searching for with the text you are looking
for.  An example might look like this.  
Apt-cache search speech 
Hth

apt-file should do what you want.

apt-get install apt-file
apt-file update
apt-file search /usr/bin/nice

This assumes, of cource, that you know where nice is located.  If not:

apt-file search nice

should do the trick for you.  That will tell you where it is and what package it
is part of.
