Make sure that the directory containing the libraries is in your 
/etc/ld.so.conf file.
My flite libraries is in /usr/local/lib so i added /usr/local/lib to my 
/etc/ld.so.conf file and ran ldconfig as root.
There is no rpms for speach-dispatcher or speech-up that i know of.
