You're problem is slightly better than mine.  I use a transport, and when
I turn the transport off, if I turn speakup back on before turning on the
transport, then I can do nothing to get speakup to talk again, and a
reboot is the only way to solve the problem.  if anyone has a solution to
this, I would certainly appreciate it.
