List-Unsubscribe: , List-Archive: Hi: Debian has a package called gs-pdfencrypt that apparently allows viewing of locked PDF files. Since it's in the Debian distro, I'd expect that they've cleared any legal issues as to its use. this is an add-on to ghostscript and was put in seperately because of those US encryption export laws. It's therefore in non-US. Having said that, I don't know how much this will do for you. Geoff.
