On the web browsing scene the most popular command line program in
lynx. Chances are that it is already installed on your system. You can
also look at (for) links, and www. So there are at least three browsers
for you.
Fo email, there are a huge number of programs. Many people start with
Pine. I think this represents the old tried and true of the field. But it
is by no means the only one. You may also want to check out elm, or
mutt. There is a way to read adn write your email within emacs as well.
