A number of people have reported problems with downloading with IE. The exact reason for this is not yet clear, though I for one wouldn't put it past microsoft to put out a defective product. So, if you have some other means for getting these files, I'd suggest using it. As for the files themselves, they are the same files regardless of whether you use the web based index or the FTP site.
