I use a Ubuntu Live CD:
http://www.ubuntu.com/
and find that parted works well.

Years ago, when I still used Windows, I would use Partition Magic to
resize partitions under Windows. It's not a free application, but it was
quite accessible. Perhaps there's something else these days, though. I
wouldn't know that.
