You have a couple of options here.
Some googling finds a Perl module for interfacing with Speech
Dispatcher. I can't vouch for its quality or usefulness.
If it doesn't suit you, perhaps you can improve it.
The other option is to call out to the spd-say binary.
Be careful here, because this is the sort of thing that can lead to
nasty remote code execution bugs.
