I don't recall ever seeing jumbled numbering, but I was more likely to turn on numbering in Lynx l y n x than in elinks. Perhaps it's a bug in the way Elinks is parsing the html. And yes, numbering can be important, but for links l i n k s and elinks, I believe the most important things are cursor placement and the Speakup highlight tracking.
