I'd say by far the worst delay isn't in that, but in trying to run software speech on pre-pentium 2 machines with 32 megs of ram. It'd throw me off because as I'd type, without typing extremely slow, it would start speaking stuff I already typed, thus confusing me what I was on already. That was windows-95 and wineyes demo 3.1 I used when I had to access a different machine one time.
