I was speaking of the speakup-connector module, whose source code is on the ttsynth.com page. With the compat-libstdc++-296 installed, the speakup-connector runs fine on 64-bit. Perhaps the problem you had is building it on 64-bit? It does not build on 64-bit, but it does run there.
