Are you passing the start parameter to the module when you load it?  If
you are using /etc/modules.autoload.d/kernel-2.6 to load the soft synth
module, the line should look like:

speakup_soft start=1

Or, if you are loading it manually,

modprobe speakup_soft start=1

Then go ahead and run speechd-up.
