You can find that at: http://www.tldp.org/HOWTO/Mutt-GnuPG-PGP-HOWTO.html . Alternatively, if you've installed the doc/howto/whatever your distro calls it package, you should be able to find a local copy in plain text, and perhaps in other formats. On my debian system, that particular howto lives in /usr/share/doc/HOWTO/en-txt/Mutt-GnuPG-PGP-HOWTO.gz . I believe this is doable under pine as well, though I'm the wrong person to ask about that.
