Scott, while your answer is valid, it doesn't quite answer the question.
I've made an attempt at an answer below.
All someone needs to do is patch a kernel with speakup, and make a .deb
out of it. If you're experienced at compiling your own kernels, You can
do this yourself. Personally, I ignore the .debs altogether, at least
when I used debian a while ago, and just build and install the kernel
manually.
