I have a process running on tty16 that I would prefer not to stop, but the world may not come to an end if I shut it down for a minute or two to clean up my /var/run/utmp file. The bogus tty12 entry does not seem to be causing any problems though, so I might spend a little time tracking down the library associated with the utmp.h header file before I empty /var/run/utmp.
