i think that ecasound *http://www.eca.cx(
can do this.  it has a command to copy 1 channel to the other with a delay factor.
forgot the command, but the man page should tell all.
a tip for people who read this far:
you can view and edit man pages without the backspace-wierdness with:
man something | col -b >somefile
