As for running provox when loading a kernel with loadlin, I've found that's not a good idea, since it freezes my boxes when I try that. My solution is to simply make a batch file with speech, reboot so that no provox tsr is present (which also causes problems if it is), and run the batch file. When I do that, everything goes flawlessly.
