Well, I still don't see how this could help him determine the harm to a
windows box?

You didn't follow my logic, Sina.

Let's postulate that what you have could do a massive amount of damage
to a user's files on Linux. That's a real stretch--but let's just
postulate that's what would happenwith file X.

So, you've created a temporary dummy user accoundt.

You give this file to that user.

That user opens the file which immediately trashes all tthe files in the
user's home directory.

So, you log onto  the system as root and delete that user's home
directory and that user's account.

End of the story is no damage to the system and lots of knowledge about
the file.
