Are you asking why the server performs the chroot, or are you asking why
symbolic links don't work? If you want to know why the chroot is
performed, it is a security feature. It reduces the chance that a
compromized ftp server will allow people to do major damage because
people who get in don't have access to the entire system. As to why
symbolic links don't work, this would be because a chroot locks you in
to a directory. If the symbolic link points outside of it, then the
system wouldn't allow you to change to that directory because it is not
within the chroot.
