Is there a place that provides secondary mx for free, so that when I'm
off line, mail won't get bounced? I know yi.org will support using it, but
what to put in the secondary mx is tough. Can it be achieved through a
normal pop account? If so, how do you make that site send the info right so
that it goes to the proper users on my system when I come online?

Doesn't your ISP give you some mailboxes by default? This way you could
receive them from your ISP. Usually, mail will try for until it is five days
long.

I have two other ones, but they receive mail for others, I wanted this
alternative for one because I'm sick of getting kicked off of lists and put
on bounces lists when ever I try to subscribe. It's like, I subscribe to a
list one week and I'm on the bounces list the next. So, if I subscribe
under addresses on my linux box, after one day my exim configuration shows
that the frequency of retries goes down to once every 8 hours or so, and I
might not be on when that once occurs. If I use another mailbox, how do I
make things deliver to the proper account on my linux machine when I turn on?

The easiest way is to use fetchmail or you could write a small script which
would call fetchmail upon startup.
See MAN for Fetchmail, it is really easy to setup.
