Gena,
There is an Emacspeak server for Festival Lite; it has a web page at
http://eflite.sf.net. FLite can run on ARM-based systems, so it should be
theoretically possible to use Emacspeak on a handheld (provided that you
have sufficient storage), although no one has tried to do this that I know
of.
