Is there a console-based package to edit sound (insert/delete, etc)?

Hello.  Yes, there is such an editor, but it is very basic at this point.
It is called WEdit.  You can get it in source form from:

http://www.mhonline.net/~chuckh/

Also, the author is on the Speakup mailing list.

Ecasound is a great package but we don't have functions such as deleting
or inserting samples in the middle, say, of an existing file.  It has an
interesting compressor function.
