Not to mention the significant risk of permanent damage to
hardware that was not designed for hot plugging.  Before hot
plugging stuff, you should make sure that the interface standards
specify that it can withstand such abuse, as, for instance,
serial ports can: even many of the external ports on the back of
your computer are risky candidates for this sort of thing (you
should query or search an appropriate newsgroup for the details
of what will work safely -- this whole thread is off topic).
Even so, you can't expect to remove or install, say a serial
mouse, and have the thing work automatically, without
reconfiguration (in some cases, there are programs that can
automagically reconfigure hardware, usually only during bootup).
