This part is easy. Once linux is setup, you'll have speech easy, (assumign you set it up to use the serial ports) But if you wish to install linux yourself, and are using a terminal type setup, then you'll need to enable the ports before they'll work properly. A line like; agetty ttys0 38400 vt100 (or something like that) will do the trick. (I may have reversed the vt100 and 38400) Then you can login from the serial port just as you would from the console.
