Hello,

I'm looking for a talking Linux distro that's good for newbies, primarily command-line but with some desktop GUI use. The system would be for general use.

gnome 3 isn't much accessible where mate is far better.

I recommend slint.  One factor you need to consider is ease of
installation and slint scores high here.
You can customize your installation and later add packages to a running
system and support for slint is already available from its developer on
this list too.

I didn't recommend ubuntu mate since it will start up in a graphical user
environment and slint can be set to start up in a command line environment
then by running startx have a graphical user environment start running.
Of course it's possible to have slint start up the same way ubuntu mate
starts, but slint gives you a choice while ubuntu mate does not.

I use Gnome 3 exclusively. Where is it not accessible? I won't ask about 
why Mate is so much better since that's obviously a personal opinion.

Same here. I use Ubuntu 14.04 here just now (I haven’t upgraded in a couple of years). Setup is very easy and the gnome/unity desktop is reasonably simple. Btw, I use ORCA on the desktop and BrlTTY in console mode.
