I'll answer in public, since it wasn't obvious when it happened.   I found
that my problem with getting a login prompt, and something that can cause
lots of other odd delays, had to do with reverse DNS resolution.

When the telnet session is opened, the system tries ot obtain the hostname
of the machine that is connecting. If it cannot get a response from the
primary DNS, and tries the secondary, there is a long delay while the first
request 
times out. 

Check your resolv.conf to see if it points to all valid DNS entries. Then,
after you are logged in, do an nslookup on your client system's IP address
(not name) and see how long it takes the machine to come up with the name
to match that address. If you have a long delay, that problem will also
manifest itself in the login process. 

Your mileage may vary, but that's what happened to me.

Hello,
Could one of you may be answer me in private?
We have a linux machine running tcpip.
Everything worked fine, but reasently, the login screen takes
minutes to come up.  The tcp connection is open soon after i tried to 
connec t, but then it just stands there for a few minutes before the login
screen comes up.  Once it is up, i have fast responce.
I am telnetting to it from another building over a digital dedicated line.
Could you tell me where to start looking for the delay please?
