* orca not speaking after root

When authenticating, to do something such as in going in to program to 
change user or something, orca quits speaking, and so I have to use alt 
f 4 and quit that application.

How may I get orca to speak for these situations?

Could you tell us exactly what you're trying to do? What is your 
distribution and version? What applications are you trying?

I am wanting to add a user, using the users and groups in system tools, I think.
Running fedora 28 with mate desktop.

Are you using sudo -E command, if so, do you have enable assistive 
technologies checkbox in accessibility technologies settings enabled?

I am in the graphical program.
What does 
Sudo -e 
Do?
Also, where is the checkbox I should check for orca to run in admin mode?
