Can you use make menuconfig for any program you want to build from
source or is it just for the kurnel? also can I install arch on a
legacy mode on a efi system or can I disable efi in my bios for a
normal install.

It's only a kernel thing.
UEFI is starting to not be able to be disabled. Convoluted sentence, much? However, there are tutorials about making grub work with it all over the place.

Hello,
The menuconfig target can exist for any software and the output of:
grep menuconfig Makefile
will tell you if this is the case.
It is available for the kernel and busybox, that's all I know.
I am not sure for Arch, but for most distribution the installation
using a boot sector (aka DOS or Legacy mode) is proposed
if either the firmware is not UEFI able or is set to boot only
or priority in Legacy mode.
