Like Willem's dae, Nama uses ecasound for the heavy lifting. And older but usable version of Nama can be found in official packages for Ubuntu/Debian/Devuan distributions. Here are the Nama commands to remove the first ten seconds of raw.mp3, and generate a file lecture-2016-4-1.mp3: nama -t create lecture-2016-4-1 add-track lecture import raw.mp3 set-region 10 END mixdown start quit Have a nice day!
