One suggestion would be to use knoppix or oralux though you wouldn't be able to run Windows at teh same time but it would not require repartitioning and you could send the gnupg mails and then reboot back to Windows. Knoppix comes with BRLTTY by default and it does have sound. It has mutt installed as well which does support gnupg and it has emacs too I believe. Oralux is like Knoppix but it supports emacspeak as well as BRLTTY. I've never used Oralux before as I'm not a speech user usually but BRLTTY worked great on Knoppix.
